Mike Teel, Raley's heir was not only the witness to Charles Nordby saving Tom Raley's company, but he is the living surviving criminal of the crimes against Charles Nordby, and it was he who began the massive city-wide cover-up as well.
From Raley's and the Teel's $1.8 billion dollar windfall from their crimes against Charles Nordby, Mike Teel became the wealthiest man ever in Sacramento. From these crimes he must have thought that he was the most powerful person in Sacramento who could suppress their crimes from the public view and perhaps even pervert the Sacramento justice system.

The first thing he did was take Charles Nordby's son Jack out to lunch to find out what church he went to so he could use the pastor to spiritually and verbally abuse Jack Nordby using a guilt tactic to convince Jack that it was impossible for one man to save Raley's. Jack didn't fall for this pastors' tricks.
It didn't work.
Mike Teel was able to persuade Pastor Louis Neely at Warehouse Ministries to help Raley's conceal their crimes against
Charles Nordby. Did Raley's pay Louis Neely for his help?
Probably, 3 weeks after that meeting, Raley's then CEO
was the Sunday morning guest speaker at Neely's church.
This was the man who committed the initial crime.
Like Neely, he too was a wolf in sheep's clothing.
